rxtx library by default has no Windows 64Bit *.DLL.
But there are people providing these on their own website, like: http://www.cloudhopper.com/opensource/rxtx/
The Install.txt from Cloudhopper says:
For a JDK installation:
Copy RXTXcomm.jar ---> <JAVA_HOME>\jre\lib\ext Copy rxtxSerial.dll ---> <JAVA_HOME>\jre\bin Copy rxtxParallel.dll ---> <JAVA_HOME>\jre\bin
